Il autorise le remplacement des forêts riches en biodiversité (animaux, insectes, plantes...) par des plantations à vocation énergétique. Nous appelons les députés européens à abandonner cet amendement écocidaire.

Votez CONTRE la dérogation dévastatrice de la forêt amazonienne en Guyane!

La forêt amazonienne de Guyane française est directement menacée par le développement de la production industrielle de biomasse. En votre qualité de parlementaire, nous connaissons votre engagement pour ces questions et nous vous sollicitons pour demander de vous opposer à une dérogation aux critères de durabilité et de réduction des émissions de GES renouvelée au sein du projet de directive pour les territoires ultrapériphériques et s’appliquant à la Guyane (voir page 72 point g bis) du projet de directive (https://www.europarl.europa.eu/doceo/document/TA-9-2022-0317_FR.pdf)).
Le trilogue se tiendra mardi 7 février prochain. Nous comptons sur votre soutien pour vous opposer à cette dérive à rebours des ambitions de l’UE sur la protection du climat et de la lutte contre la déforestation.
En effet, la France entend faire usage de la dérogation introduite par la directive REDII et aggravée par la révision de la directive RED III pour entériner un projet de décret (https://www.consultations-publiques.developpement-durable.gouv.fr/projet-de-decret-definissant-des-derogations-aux-a2786.html) visant à encourager en Guyane, le remplacement de milliers d’hectares de forêts très riches en biodiversité et présentant un important stock de carbone, par des plantations intensives d’arbres ou de plantes à vocation énergétique, notamment pour le secteur spatial. Il est nécessaire de corriger ce texte et d’empêcher les possibles dérives dès à présent.
De plus, ces projets menacent concrètement les droits des peuples autochtones de Guyane et notamment leur droit à la consultation libre, préalable et éclairée, mais également l’accès à la terre pour les agriculteurs locaux et donc l’autonomie alimentaire de ce territoire.
Cette dérogation est en totale contradiction avec les ambitions européennes alors que la Commission, le Parlement et (dans une moindre mesure) le Conseil ont justement proposé d’exclure les forêts primaires et anciennes, riches en biodiversité et les zones humides, des zones où la production de biomasse peut être subventionnée, en raison de l’impact disproportionné de leur destruction en termes de climat et de biodiversité.
Nous défendons la forêt de Guyane, riche d’une biodiversité encore bien loin d’avoir été inventoriée par les scientifiques, et nous nous opposons à cette dérogation aveugle aux enjeux actuels, à rebours des ambitions européennes en matière d’énergies renouvelables, d’efficacité énergétique, du règlement visant à lutter contre la déforestation importée et plus généralement en matière de protection du climat, de la biodiversité et du respect des droits des peuples premiers de Guyane.
Nous vous sollicitons pour interpeller votre shadow rapporteur et ainsi peser sur les négociations afin d’obtenir l’annulation de cette dérogation ou a minima d’en suspendre les effets le temps d’une étude d’impact approfondie quant au respect de la protection des intérêts susmentionnés et de la cohérence vis-à-vis des textes européens concernés.

Vote AGAINST the devastating derogation of the Amazon rainforest in Guyana!

The Amazon rainforest in French Guiana is directly threatened by the development of industrial biomass production. In your capacity as shadow rapporteur for the Renewable Energy Directive, we ask you to oppose a derogation from the sustainability and GHG emission reduction criteria renewed in the draft directive for the outermost territories and applying to French Guiana (see page 62 point gb) of the draft directive RED III(https://www.europarl.europa.eu/doceo/document/TA-9-2022-0317_EN.pdf)).
As the trialogue on this matter will be held on February 7th. We count on your support to oppose this drift away from the EU's ambitions on climate protection and the fight against deforestation. Indeed, France intends to make use of the derogation introduced by the REDII directive and aggravated by the revision of the RED III directive to ratify a draft decree (https://www.consultations-publiques.developpement-durable.gouv.fr/projet-de-decret-definissant-des-derogations-aux-a2786.html) aiming to encourage the replacement of thousands of hectares of forest, which are very rich in biodiversity and represent an important carbon stock, by intensive plantations of trees and plants for energy purposes, notably for the space sector. It is therefore necessary to correct this text and to prevent possible abuses now.
Moreover, these projects threaten the rights of the indigenous peoples of French Guiana, in particular their right to free, prior and informed consultation, but also access to land for local farmers and therefore the food autonomy of this territory.
This derogation is in total contradiction with the European ambitions while the Commission, the Parliament and (to a lesser extent) the Council have rightly proposed to exclude primary and old-growth forests, rich in biodiversity, and wetlands from the areas where biomass production can be subsidized, because of the disproportionate impact of their destruction on climate and biodiversity.
But it is especially in contradiction with the content of the recently adopted European Regulation on deforestation-free products, which includes wood energy.
We defend the forest of Guyana, rich in biodiversity still far from having been inventoried by scientists and we oppose this derogation blind to current issues, contrary to European ambitions in terms of renewable energy, energy efficiency, the regulation to fight against imported deforestation and more generally in terms of climate protection, biodiversity and respect for the rights of the first peoples of Guiana.
We ask you to intervene with the rapporteur and the other shadow rapporteurs concerned in order to cancel this derogation or at least to suspend its effects for the time of a thorough impact study regarding the respect of the protection of the above-mentioned interests and of the coherence with the European texts concerned.
